Michael is Head of Planning Strategy at MHCLG, leading and coordinating work on proposals for system reform (such as the planning aspects of last year’s White Paper). Most recently he led the review of the National Planning Policy Framework. A professional planner, prior to joining MHCLG Michael was Head of Development & Infrastructure at the Government Office for the East of England. Earlier in his career he worked for Huntingdonshire District Council (latterly as Development Plans Manager), Berkshire County Council and Babtie Group. He completed a PhD on the operation of the plan-led system at the University of Cambridge.
