Dr David Hickman
David was awarded a PhD at UCL in 1996, and pursued a research career in higher education before joining Surrey County Council in 2002. He moved to Lincolnshire County Council in 2004, developing a Local Strategic Partnership and Sustainable Community Strategy for the county, while leading engagement with District partnerships.
David established Lincolnshire's Flood Risk and Drainage Partnership in 2010, followed by the Joint Lincolnshire Flood Risk and Drainage Management Strategy in 2012. He has contributed to projects on behalf of the Local Government Association and Defra, including the LGA's Framework for Flood Risk Management Strategies and the guide to communicating flood risk, prepared by CIRIA for Defra.
David developed the Greater Lincolnshire Local Enterprise Partnership's Water Management Plan in 2015-16. Launched by the LEP at the House of Commons in September 2016, this opens up a cross-boundary approach to water management, exploring a wider range of resourcing opportunities.
David is a Director of the Association of Drainage Authorities and has been Chairman of the Greater Lincolnshire Nature Partnership since 2018. As Head of Environment for Lincolnshire County Council, his policy and service delivery responsibilities include the natural environment, flood risk and coastal management, the Wolds AONB, carbon reduction and sustainability, and public rights of way.
