Keynote NPPF 2019: A New Approach to Viability
Defining viability assessments as, “the process of setting out the contributions expected from a development; ensuring financial viability based on the value generated by the development is more than the cost of developing it,'' the Planning Practice Guidance (PPG), alongside the revised NPPF 2019 strengthens the role of viability assessments at the plan making stage.
This places a greater ‘risk’ emphasis on the developer in regards to the redevelopment of brownfield sites and the evaluation of remediation costs and raises the profile of site investigation works as a method to balance the risk/viability.
Understanding this new approach and applying sound work practices at the plan making stage can reduce uncertainty and assist in the redevelopment and delivery of local plans.Fraser CastlePartner, Bruton Knowles
