Karl Tupling

General Manager - Midlands, Homes England

Karl is a Fellow of the Institute of Housing. He joined the Homes England’s predecessor organisation the Homes and Communities Agency in 2010 as Head of Strategy, Programme and Performance with responsibility for development and delivery of the region’s investment strategy and business plan in the North East, Yorkshire and The Humber.

In 2015 he was seconded into the role of Executive Director North West and Asset Management and Estate Services, working with the Combined Authorities in support of devolved working arrangements and leading on the first full year of delivery for the Preston and South Ribble City Deal.

In 2016 he became Executive Director for the Midlands, overseeing the delivery of the first year of the Telford Land Deal and leading the delivery of the organisation’s change programme in the Midlands Area. He was appointed General Manager in December 2016.

With over 30 years’ experience in housing and regeneration, Karl was formerly Director of Housing in Sheffield where he led on the delivery of the city’s £2 billion Neighbourhoods business plan, including decent homes and housing market renewal programmes. He was a council member of the Institute of Housing and an IDeA Peer Reviewer and in 2008 he was a member of the UK Government’s Sustainable Development Dialogue UK delegation to China. He is a coach and mentor with links nationally and internationally.
