David heads the Energy, Infrastructure & Government Team at law firm Walker Morris and is ranked nationally in a number of independent guides to the legal profession as a leading advisory figure. He represents a wide range of private companies, services contractors, local and public authorities utility and power companies.  His experience covers all aspects of commercial contracting and major projects from inception through procurement and delivery.  David has advised clients on a full range of renewable generation projects, energy efficiency projects delivering significant cost reduction and carbon savings, energy centres and waste to energy projects and associated financing and offtake contracting.

David is also recognised for his work in the field of commercial and public sector law and regularly advises on vires, procurement, funding and state aid rules as well as general governance issues, drawing upon a background of work in the sector spanning over 30 years, including holding senior in-house roles in local government. He is a member of the Leeds Committee on Climate Change, an Associate Member of the Chartered Institute of Waste Management and leads the firm's support to APSE Energy, a vibrant part of the work of the Association of Public Services Excellence which represents many local authority members nationwide.
