Large areas of the south-east of England are water stressed. Over-abstraction from the Sussex North Water Resource Zone has resulted in Natural England imposing water neutrality across a large area of West Sussex. This has stalled all development as every scheme must reduce their net water consumption to zero.

Meanwhile, commercial developments in Suffolk have been refused a water supply, and residential development in Cambridge is on hold because the Environment Agency is concerned that there is insufficient water to supply them without worsening damage to key habitats. Climate change projections indicate that this situation will worsen.

Clearly, we must do more, with less.

Integrated water management offers opportunities to re-think how we use water and can support developments of all types to address the challenges of water scarcity and water neutrality.

    James Ellaway Technical Director – Water @ WSP

    James has nearly 30 years’ experience in water environment consultancy with a focus on water and catchment management, water quality and EIA. In his early career he contributed to the development of nutrient export rate modelling research, and his application of this approach to nutrient neutrality brings this experience full circle. James has supported housing developer and, latterly, industrial, clients on nutrient neutrality since 2018. He has developed mitigation strategies for individual properties through to large strategic developments of 4,000+ homes.
