Our annual Waste & Materials Management conference took place on 24 January at 13:00-17:00 GMT and explored the best way forward for achieving circular economy and sustainability goals in the management, and re-use, of brownfield and construction waste.

  • Developing a Regulatory Pathway to Net Zero:
    • exploring circular economy principles and strategies for the brownfield development sector
    • latest on Waste Quality protocols ad DoWCoP Review and implications for construction and development waste
  • Applying the principles of waste regulation to optimise reuse and support the development of a pathway to a circular economy
    • implications and considerations for developers and local authorities
  • Outlining forthcoming CIRIA guidance on sustainable management of soils 
  • Outlining policy in Scotland to encourage reuse of soils and other materials:
    • proposed new aggregates tax
    • SEPA guidance encouraging early regulator engagement

The above speakers will then participate in a panel Q&A discussion with questions taken from the audience, exploring the following points: 

  • Reviewing what changes are needed to waste management regulation and the planning & development system to incentivise re-use of soil and waste materials:
    • enabling early engagement of local authorities
    • to what extent could the Scottish approach to “de-wasting” soils at the planning stage be applied in England?  
  • Exploring the best way forward for achieving circular economy and sustainability goals within current waste regulation and policy frameworks

15.00 Managing the Legal Considerations in Achieving Better Waste Management and Minimising Potential Liabilities

  • Reviewing the current legal and regulatory guidance relating to waste and how it needs to change to enable better waste management and reuse:
    • waste definition and classification
    • applying waste acceptance criteria (WAC)
    • applying quality materials order 
    • environmental permitting for waste  
  • Examining legal liabilities under the revised Duty of Care and improving risk mitigation:
    • identifying where genuine failures in the technical assessment and classification of waste commonly occur 
    • how can greater clarity and transparency be achieved? 
  • Exploring how waste mis-management could be more effectively enforced and policed to ensure penalties really are a deterrent for bad practice

15.20 Outlining the WM3 Waste Classification Guidance User Survey 2022

SLR has been commissioned by Natural Resources Wales to undertake research into the needs of different users of the WM3 waste classification guidance. SLR project manager Martin Garrett will provide an overview of the project’s background, objectives and progress to date.

15.35 Improving Transparency in Materials & Earthworks Management to Ensure Full Compliance Reporting & Duty of Care

Case study: Leveraging SoilFLO to meet CL:AIRE DoWCoP Requirements for Foxtree Solutions.

Foxtree has been supporting Brandwells Construction in relation to the removal and beneficial reuse of soil and developing material management plans has meant they can use the CL:AIRE DoWCoP regime.

Leveraging SoilFLO to efficiently manage reuse between sites has enabled Foxtree to set up soil characterization reports, manage audit requirements for DoWCoP, as well as easily visualise optimal soil reuse and manage that reuse in a time and cost-effective manner.
