15.00 Managing the Legal Considerations in Achieving Better Waste Management and Minimising Potential Liabilities
- Reviewing the current legal and regulatory guidance relating to waste and how it needs to change to enable better waste management and reuse:
- waste definition and classification
- applying waste acceptance criteria (WAC)
- applying quality materials order
- environmental permitting for waste
- Examining legal liabilities under the revised Duty of Care and improving risk mitigation:
- identifying where genuine failures in the technical assessment and classification of waste commonly occur
- how can greater clarity and transparency be achieved?
- Exploring how waste mis-management could be more effectively enforced and policed to ensure penalties really are a deterrent for bad practice

SLR has been commissioned by Natural Resources Wales to undertake research into the needs of different users of the WM3 waste classification guidance. SLR project manager Martin Garrett will provide an overview of the project’s background, objectives and progress to date.

Case study: Leveraging SoilFLO to meet CL:AIRE DoWCoP Requirements for Foxtree Solutions.
Foxtree has been supporting Brandwells Construction in relation to the removal and beneficial reuse of soil and developing material management plans has meant they can use the CL:AIRE DoWCoP regime.
Leveraging SoilFLO to efficiently manage reuse between sites has enabled Foxtree to set up soil characterization reports, manage audit requirements for DoWCoP, as well as easily visualise optimal soil reuse and manage that reuse in a time and cost-effective manner.
